watchlist doesn't work

If I understand this correctly, I can click on 'watch' in a forum post or article post and I will be notified when someone posts a reply. I believe that part is working correctly, however, when I click 'watch', I am taken to a screen called Watchlist which is always empty. There doesn't seem to be any way to cancel the watch.

I've tried to add a couple of folks' sites to my watchlist and couldn't. I'm wondering if there is a limit to the number of folks you can stalk at one time.
