What is color pad?

lol I feel dumb but the description it give is "A skinnable application that allows you to pick your colors". doesn't say much to me lol, is it a secondary program to something else?

hmmm if it worked not just with hexidecimal and rgb, but did cmyk and spot colors I'd use the hell outta that proggy.
