[1.30][BUG] Unable to attack army sitting on top of a city

My army captured a city that has an army sitting on top of it. (that in itself sounds like a bug).

I selected all the units and moved outside the city. Upon attacking the enemy army, only my lead champion entered the battle. Also happened when I tried to attack from inside the city.

Don't know yet what happens on next move.
