[1.02][Bug] City militia and archers come out of the city (saved game linked)

I have a saved game where when I move my army out of a city, the city militia and archers come out as well:

Go to city called Saffara, ctrl-select all the units in the city and move them out of the city.  You end up with City archers and city militia coming out of the city instead.

I've had this issue a few time in games, sometimes what happens is my army gets cloned when moving out of the city instead and I'll have the same army in the city and just outside it.  This was the first time I was able to have a saved game though where it consistently happens every time.
