yup, this happens. Though it's 'uncommon' for them to raze cities.
As well it should. The best way to beat a humaaan player for the AI is to raze his/her cities upon capture! WAD Keep up the good work Brad et al.
There is a five turn limit until you are able to raze a city. The AI is ignoring it. So, no, this is not WAD.
Yep, this bug has been around since maybe even before 1.0
Perhaps one faction, either now or in future, should be able to break this rule though and raze instantly (maybe on capture only) as a suggestion.

Attila in CiV G+K has the ability to raze cities at double speed, which makes him a great choice for going on a rampage, since he doesn't get bogged down by the unhappiness of capturing/razing cities. In CiV, it is an interesting differentiator and I enjoy playing as Attila when I feel like burning stuff to the ground.
However, in FE, there really is no negative to holding cities (edit: there is -- reduced growth). You are never worse off by capturing a city than you were before, even if the city itself is useless due to unrest. Thus, being able to raze at double speed (say, after only two turns), isn't an interesting trait for a human player except maybe for a slight RP component.
If this trait is there simply to make one AI faction more competitive against a human, then teaching the AI to defend their captured holdings is a better solution.
There's one: slightly less growth in your remaining cities.
There's another one, due to some weird way monsters and AIs get treated. A monster that has been peacefully coexisting with the AI city is much more likely to go on a rampage, and after it destroys the former AI city, can go on to your other cities. I've seen it happen, but it was pre-1.00
Ah, indeed, I forgot about prestige. The limiting factor for growth is much more likely to be food rather than prestige, though, so I hardly notice this effect.
That's more like a bug rather than intended game mechanic.
I once had to raze a captured city because it was in an indefensible position and I didn't want my enemy to get it back. If you have a war that is going back and forth, razing is a viable strategy, but there should be some limits on it (like the one that is supposed to be there).
I think you do get a diplomatic modifier for razing cities.
Whenever I hear this or see it happen in my games I kind of laugh

This has happened to me in 1.01 in a challenging game.
willie sanderson the AI should have to play by the same game rules as us humans otherwise what is the point of playing.
The developers have told us that the on challenging and lower the AI plays by the same rules as us.

It should definitely be viewed as a bug.
Developers never tell the whole truth and nothing but the truth so this is a DESIGN decision after the fact. Working as designed and good for the challenge of the game.
