Just by reading the description, I would assume it provides a +1 movement bonus to all ships built from that planet, permanently.

Does this bonus carry over to ships that are upgraded?

There was no entry for it in the Galciv Wiki, so I thought I'd ask here.

I'd say yes, but frankly I never played Arceans before.

Why don't you just test it?

Every other planet-based bonus carries over when upgrading, I don't see why this one wouldn't.

Yes, it does carry over. It stays with the ship as a modifier along with levels and the rest of them.
