Do AIs notice that another player has given or sold ships?

I've still not done much by way of giving or selling ships (at least in part b/c the UI is tedious for the tasks). But in my current game, I've finally thought about giving some ships to a weak ally to raise their military rating and hopefully fend off some possible attackers. After giving away a small fleet, I suddenly asked myself the question in the subject line.

I don't think they would neccesarily notice the ships themselves (until they fight them), but they will notice the shift in military strength on the graph.

That makes sense. I asked b/c I've only recently started giving away ships and it really caught my eye when I later on saw one of "my" designs flying under someone else's colors.

Seems like it might be worth enabling AIs to "see" this so they'd have a better idea of when a player or other AI was arming one of their enemies.

I saw a discussion in this some time ago, and yes the AI does notice (apparantly?).
Also there are a few other things that the AI notices but are not listed in the diplomacy plus/negative list but i forget what they are?
