What's the difference between surrender and a peace treaty?

I started a one-on-one game as the Drengins against the Terrans on a tiny map/simple difficulty. I thought it would be a quick and dirty way to learn the basics of combat. Anyway, after capturing 2 of their 5 colonies, they came to me with an offer of surrender. I accepted, thinking that would give me the win. Instead, it gave them an opportunity to build up their defenses, and my victory isn't going to come as easily as I thought.

"Surrender" ends the game, "Peace Treaty" means the game continues but the war ends.

In your case what it sounds like happened is that the Drengin were using the word surrender when the game mechanic they meant was "Peace Treaty". You should be able to see in the diplomacy window what they are actually offering: are the "you give" and "they give" portions saying "Peace Treaty"? If they are, it doesn't matter whether the text of what the Drengin is saying says "Surrender". They mean "Peace".
