it's probably the proportions.......if you size down a picture from 640x480 to 50x50
the proportions are different....you have to constrain the proportions !!!
in this case the proportion should be 50x38 !! don't know if this solves your problem....if not i can't help you so good luck !!

There are generally several methods of 'resampling' to scale an image up or down...in any graphic proggy.
I haven't used Photoshop in ages but my guess is the 'on-the-fly' resizing is using one 'dither' method...and your manual attempt uses another.
Just look at options available....
