I am playing without any mods

Unfortunately I do not have a game save right now to post, but I have consistently noticed that when my turn starts, if there are multiple pop-ups (such as ideology choices) at first it shows me one event, then immediatly after it is covered over by a different ideology event, whereupon selecting the reward for the new event, the previous event is simply lost. 

This isn't that big of a deal usually, but it's kind of upsetting in late game when a 30 point ideology event is swapped out by a 5 or 10 point one with mediocre rewards.

It would be greatly appreciated if anyone can enlighten me as to why this happens.
