URGENT: The AI is not always making fleets!

I keep finding stacks of 20-50 AI ships stacked together but not formed into fleets. This lets you easily pick them off, one per movement point. I am assuming this is a glitch...
I`ve seen that too. I could destroy more than 20 AI ships one after another with my 6 ships. The AI ships where better than mine. I don`t think I would have had a chance against more than 3 at once.
I have also seen it. Yesterday, in the game I am playing, I saw a stack of 27, then I saw this stack of 76.
I would have a lot of problems with these in a fleet since I have no missile defense, and they have armor to defeat my projectile weapons. Our logistics are the same, so our fleets would be unevenly matched, with me on the loosing side. My fleets against a single ship of theirs would give me a good chance of winning each battle. It would take a long time and be boring, but I would eventually win enough to offset my loses.
In my latest game this is game-breaking. I am bringing a very powerful faction to its knees because its 36-missile-attack ships are just stacking and not forming fleets.
Noticed the same thing last night. With 4 ships was able to eliminate a stack of enemy vessles. Can be rather game breaking.
I can confirm that too. It is pretty dumb. They have the logistic points, the ships are not upgrading, they are not moving - there is no reason not to form fleets. However, the same faction that stacks ships will also form fleets.
