[1.7 opt-in 2] Can't form treaties if asked for money

I'm not sure if this is a bug or working as intended. But I've noticed that after asking a civilization for financial aid and receiving it I can't form any kind of treaty, I've seen this affect open borders, non-aggression, exploration, with that civilization until it is over.

Rhonin,

Asking for financial aid should not explicitly block the treaties.  However, asking for money does affect your relationships which may in turn affect whether or not you can form treaties.
