[1.6.1] Multiple same treaties with same the civilization

As it stands it is possible to have multiple treaties of the same type with another civilization. For example I have a Cultural Treaty with the Arcean Empire and in the trading screen I can offer them another one. This is very unbalancing as the AI values them a lot.

Also are they even working? I don't see anything in the tool-tip.

They do work, just not like one would expect:

 

The one who gives away the treaty gets credits, the one who recieves the treaty gets +25% to research/influence growth/manufacturing for 50 turns.

(this stacks, i have got around +500% to research in one game^^)

Those are also two-way-treaties meaning that if you give away the treaty you cant get it from the AI you gave it.

(But i have never seen an AI research it anyway)

I thought the treaties worked both ways. So all this time I've been making my opponents stronger. Oops.

I have seen the AI research treaties, that is how I have access to all 3 at the same time.

Edit: Thinking about it, are you sure that's right? I remember being able to give and receive treaties, however I haven't seen the treaties on the AI's side in some time, even if I know they have it researched.
