DA confusing constructors?

Hello, I'm using latest release of DA.
I was playing a game where the UP voted to increase the speed of constructors to 5.
A turn or two later I see two constructors in my territory. the cursor said it was Dregin, but it was the wrong color. I clicked on then, and it said they belonged to the Romulans.
Any ideas?
