Cursor animations stop working after reboot or hibernation

Whenever I load an icon package, everything is working fine, including the new cursors the package loads also. When I return from hibernation or a reboot however, the animations on all the cursors (busy, working in background, etc.) aren't animated anymore. When I unload and load the package the cursors are animated again. Any idea whats causing this?

interesting.

i went through my list and found 1 package with cursors, 1 package with 1 cursor, and 1 package that said it had 15 cursor states, but didn't have any that I could find.

I've never used IP to change cursors. The one in my IP pack looks like it a regular cursor. I prefer CursorXP to change my cursors.
