Minor Races? Where are they?

I just played a game using the latest beta, and I did NOT disable minor races, but I never ran across any in a large universe, nor did I see any of their usual planets. Is there a problem with this in the beta?

Use cheats and press control+shift+D

This will spawn minor races into the game. I use this + the scenario editor to put all the races in the game.

When I say all races i mean the dread lords + all 10 opponents, I use a custom races
