Releasing Start11 1.41 with compatibility for Windows 11 KB5022913 / Moment 2

I'm on Windows 11 Insiders dev ring arm build 23419, Start11 does not seem to function, and I get the compatibility notice window when clicking on the update check button in the UI. Is there just a general lack of support for the Arm64 builds of Windows?
