I had a problem of disappearing fences, and finally got it figured out/solved. I opened the "Fences.exe" program (it's the "Desktop Pages" controller) and simply unchecked the "Enabled" checkbox in the "Settings" section to disable the feature. I use Snagit by TechSmith to record screenshots and videos from my webcam and desktop. I do this mostly for training videos. It's designed so one can record what's on the screen, switch to the webcam, and go back and forth. The video thus recorded can be further edited using the TechSmith product Camtasia. I've had this problem for a couple of months now, and unfortunately can't remember exactly when or under what circumstances it started. After setting my laptop screen background to the "Cool Blue" color and going about my business, the color seems to arbitrarily and randomly suddenly revert to the default Black color.
