Have now performed the latest Start 10 update on the affected laptop mentioned above. The November Windows 10 update took several hours to complete and only after these OS updates were completed did I attempt to update Start 10.

I used a Windows 10 USB and was able to perform a system restore that was two weeks old. The laptop has now booted-up and appears to be working properly now.
