I used a Windows 10 USB and was able to perform a system restore that was two weeks old. The laptop has now booted-up and appears to be working properly now. I'll have to update Start 10 at a later date. Meanwhile the other Windows 10 laptop had several Windows updates to apply and once installed and rebooted, I downloaded and installed the Start 10 update. The Start 10 update window popped-up after I logged into windows, once the Start 10 update was downloaded and installed, Start 10 required a reboot. After which the laptop refuses to boot. This is a laptop that doesn't get powered on but about once a week or so. This morning I read that there was a major Windows 10 update posted on Thursday, so I powered-up this laptop and after signing-in to Windows, there's a window asking if I want to update Start 10. I click yes, the update is applied, and then told to reboot the laptop.
