look in the program files windowbilnds directory for a file named similar to the pop-up message "reboot_required.txt" or something like that. DELETE that file. Now you can re-install. You may need to use the activate with account (my enter-the-code did not work) just tried it on Win 8.1 - it worked for me.

Similar problem except I am trying to re-install the older version that I have a license to. Pops up the exact same message incessantly. Deleting a directory is NOT the correct answer to solve this. Fix the un-installer / installer.
