Orbital Prison Issue Under 1.60.417998

The Orbital Prison planetary improvement says that it will reduce crime by 10% (first screen snapshot below).  It does not say whether it will only reduce crime on the planet on which the improvement is placed or whether it will affect all of my planets, but that is an issue for another time.  The issue I am bringing up is that the Orbital Prison improvement, when placed on any planet will eliminate all crime from all of my planets.

The second screen snapshot below shows my planet named "Zhang II" has a crime level of 43.5%.  After I place the Orbital Prison on Zhang IV, crime on Zhang II goes to 0 as shown in the third screen snapshot below.

I can verify that the Orbital Prison eliminates crime from my entire Civ in the 1.60.417998 Custom Civ games I've played.  Criminals still popup as new citizens but that's probably not related.

I've seen this from other crime reducing techniques also. Your world Zhang II is a core world, which means that its crime rate is increased by crime on all of the colonies feeding it. Typically, the crime rate on colonies is less than 10%, so deploying the orbital prison would reduce the crime rate on all of the colonies whose crime rate is 10% or less to 0. That means your core world crime drops dramatically. Could that explain what happened in your game?

As an example, my homeworld here is getting 6% crime from all of its colonies. An orbital prison would reduce all of those to 0.

Publius,  that would be a reasonable explanation except that Zhang IV is the only colony that Zhang II had so even if Zhang IV had over 10% crime and Zhang II itself had over 10 % crime, the total crime reduction would only be 20%.  Therefore, I think something else is going on here.
