I noticed you can no longer build SB modules to take resources other Civs have

I seem to recall in earlier versions, this was not the case.  Part of my sneaky buildup to war was to pre-build starbases closeby my enemies' to grab their resources the moment I destroy their starbase so third party civs won't beat me to the punch at claiming the resources I liberated.

 

Am I imagining it used to be the case you could do this?  It now seems to block you from building a Mining or Precursor Relic harvesting modules if the only ones in range are already being mined by an AI.  Seems like a rather minor exploit to bother nerfing, if so.

Yes, you're right. You used to be able to actually build the modules even if the resource was already being mined. Of course you couldn't get the resource while doing so until their starbase was destroyed. You can still get ready to take over that resource by doing just what you always did before, without the actual build part. Just click on the pass button and then after destroying their base, then click on the starbase again to build the appropriate module. I'm sure you already know this but I'm just outlining it for others that don't.

Yes, I used that little exploit all the time myself. ;)

Easy enough to work around. Just park the constructor that would have been building the mining module next to the SB instead. And it does have the advantage that I'm now not going to build a useless mining ring on a station that isn't going to be able to immediately grab the resource.

It seems to also be the case for relics, which I used to poach quite regularly.
