The river not being a river does not just occur in the ASAG, it also turns up in the wildlands that is an ancient empire's ruins, inhabited by death demons (can't recall the name right now) ... plenty of river tiles that don't behave like river.
Again, this problem dates right back to Fallen Enchantress vanilla; I have already logged it as a bug on the forum there.
