Surely this can't be legal. I don't have a building permit for unconquered wildlands teeming with beasts! My town's builders must be the ballsiest guys in Elemental.
No, but seriously, I don't think I should be allowed to put buildings in unconquered wildlands. It's not very realistic that my people, already terrified by living on the cusp of a dangerous, deadly hinterland, would have the guts to go construct their economic trade centers in said terrifying land. Either a bug or a suggestion.
