UN concul

DA is out and it's a great.

However there is one thing left from original GalCiv that I do not like - the random UN events.

What I really prefer is to have ability once a while suggest some new UN low (or cancel old one) by myself and give equal power to AI players so the proposed resolution would correspond to the race tactics instead of being completely random.

Seconded. A UP more similar to the council in Alpha Centauri (where you could propose issues and bribe other players into voting your way) would be great. Right now, it's so random. One race often votes to benefit another, only for THAT race to ruin it by voting for yet someone else. If the AIs (and you) could coordinate, the UP issues would be more effective.

The only problem the AC approach would have here is that it would allow high-Diplomacy players (who already have many advantages) to overcome other races' Influence advantage in the UP.

I agree, the UP is a very cool feature, it just needs to be fleshed out a little more (like with the ability to make your own proposals, or coerce other races into voting your way.) I think at least this much should be changed: there are a few issue that come up for vote that impact the evil races negatively, the limiting trade routes for example. What if the majority of the surviving races are evil? I hardly that an issue that would hinder the majority of the people who proposed it would actually be proposed. Why not have some issues that affecct neutral or good races negatively (sorry if there are some, I've just never seen them). Any other suggestions?
