What proggy do i need to change taskbar and start menu?

I have all my stuff matching so far, except the start menu and task bar. And one other thing, is there such a thing as animated wallpapers?

go here for the prog to change the startmenu and task bar https://www.stardock.com/products/objectbar yes theres animated wall's around. it has been a while since ive seen them..i had a cool one that was a tropical scene that the waters moved and stuff, it ran in the background as a web object...
