After my first playthrough I found the enforcers were pretty good, but I waited way too long to get them. Second run I wanted to try rushing it. The Nihilism first trait gives 3 supplier ships, perfect for getting houses up (They would be farms, but it's a desert planet.). I transport all the other populations to my capital as the houses are getting constructed.
I could try to get more citizens, but it's a bit of a strain on the economy to focus so many houses on a desert planet, not to mention struggling to feed these people and pausing colony ship construction. Three free freighters is 300 production, and it just so happens to be exactly how much it costs to build three houses.
I like that you gotta work for this civ bonus, and it actually has a pretty substantial payoff. I managed to get 18 enforcers by turn 32, each gives 10% manufacturing, 10% research, and 33% economic. That's a decent little early game boost IMO.
