No discount for Start11 for Start10 legitimate buyers?

I have Start10 since 2015, bought on stardock.com itself. But when I am selecting the "Upgrade" option on https://www.stardock.com/products/start11/download I get : Sorry, you do not qualify for upgrade pricing at this time.

is that the intended behavior/strategy?
