So Windows 10, installed by default, Video drivers (AMD FirePro W4100) may have been the issue.
I figured I'd swap to the latest driver from the manufacturer (like I'd suggest to anyone else having problems with display related issues) and so far the issue seems to be eliminated.. Wasn't expecting this to solve the issue since the video card is soooo old ("work"station provided to me).. kinda figured MS driver would be more up to date (yet possibly more generic/featureless) and it didn't affect the default cursor š¤
I'll report back if the sit changes.

... and yes, it was happening on all CursorFX styles, but would not on the 'windows default' at the top of the list of my cursors.
