Everyone I finally found out why Enemy monsters never raze AI's outposts but loves to raze human's outposts all the time.
Reason: Cuz I can't move my army onto the outpost to raze it despite magnar being at war against me. 
Cuz I'm trying to move my army onto the outpost to raze it but I can't move onto it cuz the game isn't allowing me.
