Here is some basic info on 2 forms of Military Starbase Arrays which can be used in order to maximize your Military Score for MV games.
Because there is a 'only 4 starbases per sector'-limitation in place a 24 MSBA has to look like this:

Actually, this is only true for the outer 16 starbases which have to be placed in the exact fields because these are the only places which then allow the Zone-Of-Effect of all bases to conjoin at exactly 2 sweet spots. The other 8 SBs near the middle can be placed more liberal.

The 2 parsecs in the middle where the Tiny Fighter & my SurveyShip are parked are the 2 sole spots which are affected by all 24 starbase ship-enhancing mods.
For the single purpose of enhancing military ship stats, an upgraded starbase looks like this:

You'll need 28 constructors to build one = 672 for a full 24 MSBA.
One constructor is required for the first Battle Stations-module which is a prereq of a few ship-enhancing mods.
A single MSB gives +54 attack & +9 defense rating to any ship - if the ship does have, at least, a single weapon AND defense module on its hull.
For a 24 MSBA, the total attack & defense value a single ship receives is 1512. Note that this isn't increased by your racial weapons-/ defense-stats.
A 16 MSBA can look like this:

Needs 448 constructors, enhancing shipstats to +1008.
You can also attach speed-boosting module to these bases to be able to slingshot your fleets throughout the galaxy, or slowing-down module to keep the AI fleets at 1 speed.
Errecting starbases will cost you some cash, the amount is based on your total count of already established starbases but mitigated by your logistics ability. You CANNOT construct a starbase while being in debt or without sufficient funds.
Also, unless you are evil-aligned, the ship-boosting starbasemods will also cost you a considerable amount of money.
