Shipyard producing with slider 100% Social

Can someone explain this please? I set my slider bar to 100% Social, (obviously 0% Military.) The shipyard belonging to my home world is still producing ships at a normal rate. Shouldn't it be shut down. My home world is set to "manufacturing focus" and "military subsidies." Am I looking at this wrong?

Military subsidies puts your social to military, so obviously you are looking at it very wrong.
