Is there some other way to delete custom factions? The delete button deletes them for a game session, but as soon as the game is exited and later reloaded they're still there.
The game should be saving them in your 'my documents\my games\galciv3\factions' folder.
You can delete them from there - if they still come back, might check steam cloud settings to make sure it's not restoring them automatically or something.
I had the same issue. I don't know how to reprint the screen so just read this thread. It will stop the deletes from returning.
