Why can't a cast a unit spell on my champion?

I am trying to cast tireless march on my hero. It's grayed out. I cast it once on another unit now I want to cast it again but it's gray. I have enough mana and my many per turn is +7.

 

Is there a limit on how many times you can cast a spell on your units?

The spell is meant to be "one active Tireless march" at a time, but it is currently bugged and you can only cast it once. If you then remove it, you cannot cast it again.
