An army of spiders turned up and destroyed one of my new villages.
The land did not show up as available for a new city.
The tile that the village was on and the two it was building on show up as city tiles.
If an outpost is built on one of these three tiles and then razed the tile becomes a plains tile and a city can be built on it.
