[0.992][bug] transfer of outpost buildings in build queue when a city is conquered

Alkahoud a city I had conquered was building a High tower when I lost it.

The high tower was transferred to Nireppea but kept it original build time of 48 turns. Nireppea can build a high tower in 6 turns.

Watching it as I clicked next turn build time went 48-39-29-19-11-4-built.
