from what I remember, when I was doing animated skins years ago for XP, you had to have "anim.dll" in the skin's folder or they didn't work. Not sure if that's the case now, but worth looking into.
And if you need anim.dll just download one of my old animated skins like Love's Dying Embers, that had animated task buttons I think, and it should be in the folder.
