particle forge help

hey guys im trying to make particles and all that but when ever i open the particle forge it says "particle forge has stopped working,windows is cheching for a solution to the problem". then it closes,here are the error specs:

What version of .net framework do you have? You need at least 3.5 for it to run.

ive tried running it from the sins directory,ive tried copying the d3xd3_36,fmod,and binkw32 to the particle forge folder and it doesnt work,ive tried unistalling it and reinstalling it and that didnt work,but whats weird is that it was running fine in the morning then like an hour later i tried to open it and it wouldnt open

Installation

After downloading and unzipping the tool from the Sins website, make sure to copy the contents of the Particle Forge folder (minus the PipelineEffects) into the game's root \Program Files\Sins of a Solar Empire\ directory. This must be done so that Particle Forge has direct access to the Mesh, Textures, and TextureAnimations folders. Otherwise, the program will not load the textures automatically, and the preview window will unhelpfully show every particle as a solid square.

That means all the files to your root accept the folder PipelineEffects
