Weeeeeeeell. I haven't delved into tech stealing too much yet, however, I think I only ever noticed techs being stolen while a spy was on a planet. I'd only guess that the intel levels would just up the chance to steal. Again, just a guess as I haven't touched that yet.
If you're talking about DL, then yes, pull the funding to that race.
