I just had a test game where I was ensuring that you didn't get a prompt to honor/terminate an alliance if two allies went to war.
So I decided I'd go ahead and sick everyone on the Altarians when I was done with that.
This worked fine for the Arceans-a bunch of races attacked them, I don't remember who. Then it stopped working for all subsequent races.
I've tried giving them all Xeno Ethics, and they've all now chosen their proper ethical alignment, but I still can't get anyone to assist the Altarians.
Even forcing everyone (and I do mean everyone-every single other race in the galaxy was at war with them) to make peace with the Altarians and then choosing someone to attack them isn't doing any good.
Is the super ability intended to only proc once per game? That's...kind of lame, actually. Far less abuseable, admittedly, but still kind of lame.
Does it maybe have something to do with the fact that no one had a proper alignment the first time I did it?

After some additional testing, I've found it now works if all are given the chance to choose a proper alignment first. This basically means it bugs out the super ability if you get the AI Altarians into a war before the AI chooses Xeno Ethics...which is not good. As it appears to only be dependent on the Altarian alignment, however, if you can manage to research Xeno Ethics before getting attacked yourself, you can avoid it.
Secondly, I've also found that if a race shares the alignment that the Altarians do, they will not attack whichever race attacks the Altarians if they are already at war with the Altarians. Interesting. Probably a good thing, but still something to take note of. Not calling it a bug, just mentioning it.
So for everyone trying to use the Altarian's super ability to your advantage, leave the good (default Altarian alignment) races for last-pay everyone else to attack them first, so you can get the maximum amount of AI on AI action. If you already know this, more power to you.

After EVEN MORE testing, I have managed to conclude that this only happened when I had multiple civs attack the Altarians in a single turn.
This forces me to conclude that it is simply that the AI no longer automatically assists the Altarians if of a similar ethical alignment (though I could have sworn it was automatic at some point); relations must be of a given value or higher (my guess is neutral). So you can safely disregard the above reported bug, but I'm leaving the post intact for posterity's sake.
I guess anyone can feel free to delete it if deemed necessary; it probably doesn't belong in Bug Reports at a minimum.
