I think i have a solution. There is something fishy about the way that iconpackager deals with upscaling icons; I was able to make my problems go away by disabling the icon up-scaling behaviour as shown: Now my icon set survives reload!

OK I've tried two different things; neither survived clicking 'Apply Icon Package': I notice a lot of the missing icons appear in the 'Backups' folder. I tried copying them from the 'Backups' folder out to the main directory where the icon package lives (specifically, from C:\Users\Public\Documents\Stardock\IconPackager\WindowsXP\Backup to C:\Users\Public\Documents\Stardock\IconPackager\WindowsXP ) I tried using IconPackager to manuall

Thank you for the reply. I saw that thread already and followed spruceBoys advice of only using named icons (that is, icons from the second zip archive I shared). Are you able to reproduce my behavior? This software is quite unintuitive and poorly documented, I could not find a proper user guide anywhere.

Hello, I am trying to create a windows XP icon pack, as the existing icon packs appeared to be missing some icons. However, I am running into issues when I try to apply my new icon package.
