Is the License a Purchase or Subscription

I have a very old machine with DellDock (Stardock ??) on it but I just purchased a new Dell computer and would like a product that is like, and works like, DellDock. From my research, it appears that ObjectDock from Stardock would do what I need.

I have searched the website and can not find if the $9.99 is a one-time purchase or an annual subscription. I want a purchased product that works with Windows 11.  Can anyone help with this question please?

BTW, there phone number is useless for questions, I could never get to a real person.
