That does seem like what I'm seeing. However, I do not agree that it's just cosmetic, as when it's right at the edge, a single window popping up, such as a top level notification window/message box, will suddenly scrunch up all the buttons. In addition, it makes the buttons unusable, as all the text disappears. What's worse, if you were just about to click a button, when this happens, it can make the mouse land on the wrong button.
Can this behavior be updated to be the same as the Win10 taskbar? This is simulating about the same number of open windows on a Win10 system. As you can see, the buttons are much more readable.

And this is when the text can't be displayed at all. As you can see this looks much better as well.

If that can't be done, at least increase the number of windows that can be shown before the scrunching happens. If that matches Win10, then I think this will be much better.
