Every time I restart my laptop and login the "Make the bar on top of other windows" is not respected, even though it is set to true.  E.g. on launching an application, the application window is hidden behind the Tiles bar.  Re-sizing and re-maximizing the window does not resolve this.  The workaround I've found is to change the side the Tile bar is on (i.e. if i want it on the right, I have to change it to the left, and then back to the right).
