Fighting Enemy Culture as VL

How can I fight enemy culture as mobile VL without becoming stationary and building media hubs? I know I can sit in a gravity well and slowly repel culture, but that takes a long time. I think capital ships and titans should passively generate culture at maybe 50% the rate of a media hub.

So far I didn't encounter a planet which would be able to hold off repel rate of Vorastra and 14 capitals for more than a few minutes (gotta love those Skikantras and Marauders)

If you have ALL the capital ships, they it is a bit faster but still annoying. As a mobile VL there is no way to get culture spread, which  makes all other culture just an obstacle to devouring unoccupied planets. I think a mobile fleet would have culture as well, and a good example is the whole BSG thing. Sort of realistically speaking.
