It is what it is Philly. No offense to you, it isn't your fault. 
Theme Manager simply does not apply all the skins, like it did in XP days. In some cases, it doesn't even download the ones you don't already have.
The purpose I see it serving, in it's present state, is that it does show what the full suite of skins would look like together, giving the end user an idea of what he/she might want on their desktop.
TM showcases the various skins it "manages". A good thing, just not it's intended purpose.
