[1.0.9 BUG] Missing City HUD

I conquered a city in a manual tactical battle.  The tactical battle froze up where I could not move my units or cast or hit next turn.  I had to auto resolve the battle to complete it, when I was returned to the main map this was the new HUD for the conquered city bellow.

 

OS: XP SP3

Video Nvidia GT 9800 Direct X 9

Does the missing HUD persist through a save/reload? If so, please post the save.

It did not.  When I reloaded the game, the city bar was the color spectrum when loading the visuals for the saved game.  It did revert back to the natural HUD and that anomaly cleared on the reload.
