It has not worked from or since launch, I can't account for it's functionality prior to that. But it's intentionally disabled. It's not hooked up anywhere, so modding XML won't do anything.
I also doubt we'll see it "fixed" or re-enabled with the whole mana / magic mechanics change due in 1.1.
