Well I found the problem, I think. There was this option "Use localized data" checked in options. I unchecked it, restarted and spells are like they should be. But I could swear I haven't checked that option myself, so it must have been on by default. Weird.
Edit: And yes, I was playing a new game with new just-made sovereign.
