Heh, this is an interesting thread. I can't believe I haven't taken the time to read it before. It raised a lot of good points I never even thought of.
Using Total War's dynasty system as a model, in that game only men could act as general (champions) and the women stayed at the capital...well presumably since all children came of age at the capital. However that doesn't actually mean the children were born there, just that they came of age at the capital. They could have been born anywhere (since babies don't show up on the map). Having a lot of generals was not always a good idea, since they had high wages. If you had a lot, sometimes you didn't know what to do with them...and they drained your coffers.
Of course in EWOM, we now include female sovereign and champions, plus the possibility of polygamy, which mucks it all up. I think we should keep it as simple as possible. To keep it from becoming too complicated, simply allow sovereigns/champions to have children only when they are inside one of their cities. This way you don't run into time/space problems of female/male sovereigns/champions having children out in the battlefields or in enemy territory. Where the baby is doesn't matter since they don't show up on the map until they become of age. Where they come of age could be at the capital, some random city or the city they were closest to when born (this doesn't really matter imo).
Implementing polygamy might be more trouble than it is worth. You’ll run into problems of male sovereigns having a distinct birth rate advantage over female soverigns. But again, champions could have high wages, and spamming them might not be the most efficient way to use your gold. Even if they allow sovereigns to have multiple spouses, in order to keep it simple and gender balanced, just implement the flat birth rate regardless of the number of spouses ( this birth rate is determined by faction/sovereign/race traits).
Going back to address the original point of this thread; yes, a 61 year old women should not be having children. 61 year old men should also have VERY LOW ability to impregnate women. As a long living sovereign, you'll want to get a "fresh spouse" right away in order to crank out those champions. Again regardless of the number of spouses you have, the birth rate should stay the same. We could go hog wild with complex, realistic breeding and genetic system, but it might be too much for stardock to tackle right now that wouldn't add that much to the game imo.
